President/Big Island Liaison – Victor Rasgado, PLS

Victor is originally from Santa Barbara, California and has 25 years of experience providing Geomatics, GIS, and Land Surveying services both in the private and public sector. Victor recently returned to the State of Hawaii to lead Stantec’s Geomatics department.  Victor is excited to bring his working knowledge of small unmanned aerial systems, (sUAS), back to the State of Hawaii, where he helped to develop a survey work flow in partnership with the University of Hawaii, Hilo while working as a geomatics lecturer for the Architectural, Engineering, & CAD program at the Hawaii Community College, (HCC), in Hilo from 2013-2016.

Vice President – Cliff Yim, LSPS

Born and raised in British-ruled Hong Kong through his teenage years, Cliff got his BA in Geography from the University of Hawaii Manoa. He has been in the surveying profession since 2009. Over the years, Cliff has been exposed to different facets of surveying being a Rodman, Instrument Man, Draftsman and Project Surveyor. Cliff got his Surveyor License in 2014 and currently works for STG.

Cliff also serves in the Hawaii Army National Guard since 2016. He was commissioned in 2017 as an Engineer Officer from Fort Benning, Georgia and currently assigned to the Hawaii Army National Guard 230th (Vertical) Engineer Company in Kihei, Maui.

Alika has been working in the surveying profession since 2007. He is currently working for Sam O. Hirota Inc.  Over the years, from time in the field as Rodman to currently being the head Draftsman for Sam O. Hirota Inc.’s Surveying Division, Alika always strives for improvement and is always willing to learn something new.  He one day hopes to become a licensed surveyor in the State of Hawaii.

Born in Pittsburgh Pennsylvania, Joanne got her BA degree from the University of Chicago. She worked a variety of jobs on the mainland after college, and while hiking the Appalachian Trail one year, she decided to become a surveyor. She moved to Hawai’i in 1987, and after attending the Engineering Technology program at Honolulu Community College, Joanne was fortunate to get a job with Walter P. Thompson, Inc. leaving nine years later as a party chief in order to stay home with her children. A few years later she went to work with Bishop Museum, followed by Kamehameha Schools, during which time she got her Surveyor’s License.  Currently she works as a Lead Land Surveyor for Hawaiian Electric Company, having worked on a variety of projects over the years. Joanne lives in Kalihi Valley with her husband Kurt and two daughters, Julia and Grace, and a menagerie of pets.

DirectorErick Wenceslao

Born and raised on the Island of Guam, Erick Wenceslao moved to Hawaii to attend the University of Hawaii at Manoa, where he received his Bachelor’s degree in 1999.  He was immediately hired at ControlPoint Surveying as a land survey CAD draftsman for the next 13 years.  Seeking other opportunities and experience, he applied for AECOM and has been currently working there for the past 6 years also as a land survey CAD draftsman.  His experience includes but is not limited to working on surveys such as subdivisions, boundary surveys, construction stakeouts and topographic surveys. 

Erick Wenceslao is also in the United States Army Reserves, where he received his Commission from Fort Benning, Georgia in 2010 as a Second Lieutenant in Transportation.  Since then he has rebranched as an Engineer and is currently an Engineer Captain in the 303rd Maneuver Enhancement Brigade, 9th Mission Support Command, United States Army Reserves Pacific.  His Army engineer experience includes but is not limited to building military roads at Pohakuloa Training Area and rebuilding homes in Saipan after Typhoon Yutu in 2018.    

Director (Past President)Meyer Cummins, LPLS

Meyer is a native to Hawai‘i and a recently licensed surveyor who has been working in the survey profession since his early teenage years. As the son of two licensed surveyors, he has been conducting field work, doing research and reading maps for more than half his life. He has a B.A. in Geography from the University of Hawaii at Mānoa and is the owner and operator of the research and mapping company Research Hawaii. Meyer spent several years working as a small business owner before starting a career with the State of Hawai‘i’s Land Survey Division. Meyer lives near Diamond Head on the island of O‘ahu with his wife Natalie.

Kauai Liaison – Dennis Esaki, LSPS

Dennis is president of Esaki Surveying & Mapping, Inc. a land surveying, planning and civil engineering firm located in Lihue, Kauai, Hawaii.  He received his BS in Geology in 1972 from the University of Hawaii at Manoa and has done graduate studies in Urban and Regional Planning. 

He has performed surveys throughout Hawaii and the Pacific Islands including Guam, Palau and the 16 atolls in the Marshall Islands since 1974.  He established a private practice in 1979 and has continually served the community and possesses licenses for the following: Licensed Professional Land Surveyor, Hawaii, Licensed Land Court Surveyor, Hawaii, Licensed Commercial Airplane and Helicopter Pilot, and Licensed Real Estate Salesperson (Inactive) Hawaii.
